On 4 January 2020, Vietnam`s EVN and Laos` Phongsubthavy Group signed contracts for the 69 MW of hydroelectric projects The Electricity of Vietnam (EVN) and Phongsubthavy Group of Laos. On September 27, 2006, VLPC signed a loan agreement with VDB of 1.147 billion VND for the Xekaman 3 hydroelectric project. On 19 March 2007, the BIDV Transaction Office issued official letter 617/CV-SGD, in which it was agreed to grant the investor a maximum loan of $US 65,875,000 to invest in the Xekaman 3 hydroelectric project in Laos as part of a financing agreement between BIDV (as an appelal bank) and VCB. The Nam Theun 1 hydroelectric power plant project, located in Bolikhamxay province in central Laos, has an installed capacity of 514.3 MW and distributes 1,953 million units per year on 500 kV of transmission lines between the power plant and the Nabong substation in Laos, and the Udonthani 3 substation in Thailand. The term of the contract is 27 years from the date of negotiation. This is another electricity purchase project proposed by the Government of Laos Thailand under the Memorandum of Understanding (MOU). The agreement was signed by the Thai and Laotian authorities to support the ability of laos to power and cooperate to sell it to Thailand. NT1PC, whose shareholders include Phonesack Group Company Limited at 60 per cent, Electricity Generating Public Company Limited 25 per cent and EDL-Generation Public Company 15 per cent, will develop the projects. The energy generated by the Nam Ngiep hydroelectric power plant is sold to national electricity suppliers in Laos and Thailand. On 4 January, as part of the 42nd Commission of the Vietnam-Laos government, a ceremony was held for the 69 MW nam San 3A and 45 MW Nam San 3B hydroelectric power plant projects in Laos between Electricity of Vietnam (EVN) and the Phongsubthavy Group in Laos. The ceremony was hosted by Prime Minister Nguyen Xuan Phuc and Lao Prime Minister Thongloun Sisoulith. On September 23, 2017, EGAT Governor Kornrasit Pakchotanon signed a contract to supply electricity to the Nam Theun 1 hydroelectric power plant project with Mr.
Phonesack Vilaysack, President of Nam Theun 1 Power Company Limited (NT1PC). Mr. Sonchai Siphandon, Deputy Prime Minister of Laos, Dr. Suphan Kaewmeechai, Minister of Planning and Investment, Dr. Khammany Inthirath, Minister of Energy and Mines, Mr. Sommad Pholsena, Minister of Natural Resources and Environment, and Honored from the Related Government Sectors of Laos testified at the Lao Plaza Hotel in Vientiane, Laos. Signed between the governments of Laos and Vietnam in the implementation of the Economic Cooperation Agreement, for 2006 and 2006-2010, Vietnamese Prime Minister VLPC has instructed vietnamese Prime Minister to complete construction of the Xekaman 3 hydroelectric power plant and to continue investments in hydroelectric projects such as Xekaman 1, Xekaman 4. At the same time, VLPC was also tasked with studying investments in hydroelectric projects such as Nam Kan, Nam Mo, Sekong 3, Dak E Meule, Sekong 4, Sekong 5, etc., in order to lay the groundwork for synchronization between the two countries.
